Hiring software developers goes wrong when the brief is vague and the quotes cannot be compared. This is the process we wish every client used, whether you hire us or not.
Write the problem, the users, and what must work in version one. Leave out the dream list. Ask each studio how they would cut scope if the budget is tight. The good ones will cut. The rest will pad.
Compare people, not logos. Who does architecture. Who designs. Who writes production code. Who is still there after launch. A marketplace will not answer those questions. A studio will.
Give a budget band. Silence on money wastes two weeks. We would rather tell you what a band can buy than guess in the dark.
